Ukrainian President Volodymyr Zelenskyy is due to hold talks in Oslo with US special envoy Steve Witkoff and Nordic leaders as diplomacy over Russia’s war against Ukraine continues amid strains between Kyiv and Washington.
Norwegian Prime Minister Jonas Gahr Store said Zelenskyy had requested Witkoff’s and Jared Kushner’s participation. Norway’s and Finland’s prime ministers are expected at the discussions, while Kushner is expected to join remotely because of illness, according to Al Jazeera’s report on the Oslo meeting.
The reported agenda is broad: Zelenskyy said before the talks that he had held a substantive conversation with US Secretary of State Marco Rubio covering missile interceptors, intelligence sharing and Starlink. The report did not establish that Washington had agreed to provide additional Patriot interceptors or change intelligence and satellite-service arrangements.
The Oslo meeting follows public disagreement over US support and sanctions policy. Zelenskyy said intelligence sharing had resumed after a pause, while Rubio said Ukraine’s request for Starshield access for strikes deep inside Russia remained under discussion, Al Jazeera reported.
That earlier report also said the Trump administration had temporarily authorised Russian diesel imports and was conducting a review of the sanctions and tariff measures it had waived. Zelenskyy has argued that easing those restrictions could embolden Moscow; US officials have described the measure as part of an effort to support negotiations.
No outcome from the Oslo discussions had been reported at the time of publication. The immediate significance is the planned direct engagement between Zelenskyy, Trump’s envoys and the Norwegian and Finnish prime ministers while questions over US military-enabling support and Russia-related sanctions remain unresolved.
